Can I compress a video to exactly 10 MB?
The target is approximate because encoder output and container overhead vary. The result shows its actual size. Use a slightly lower target when an upload service has a strict limit.
Why did the output become larger?
A source may already use an efficient codec or a very low bitrate. Re-encoding does not always shrink it. Try a smaller target or resolution, or keep the original.
